Minister Nduhungirehe, in an interview with Igihe newspaper, said that it is difficult for Rwanda to return to that organization, because it has been shown that it and its commission are being used extensively by the DRC, to the point of deliberately violating its founding principles.
He said: “It would be difficult for Rwanda to rejoin an organization like this that does not respect its own laws. Another thing is that even before this problem arose, the CEEAC was already a dysfunctional organization, especially because there were many infrastructure development projects that had never been implemented.”
He continued: “There is a problem of governance, especially the governance of the commission, where the President of the Commission works alone, without consulting or collaborating with other commissioners, and there is also a problem of financial control, which is surprising because since 2020, no audit has been carried out on this organization, as provided for by law, which is also why many countries no longer contribute to this organization.”
Minister Nduhungirehe stressed that “Rwanda has left CEEAC permanently, and we will not rejoin it.”
This is not the first time Rwanda has left this organization, as it also left in 2008, saying it was to focus on other organizations it is a member of, including the EAC and COMESA, only to rejoin it in August 2016.
